Abstract

Food is a fundamental human need and an inalienable right. Although Allah Almighty has provided abundant food resources in the universe, a large segment of the population in Punjab, Pakistan, faces food insecurity due to poverty, extreme inflation, and low purchasing power. The devastating floods of 2025 have exacerbated this crisis to an unbearable extent, destroying agricultural lands, crops, and food supplies, pushing millions into severe food shortages and homelessness. Islam recognizes food as a basic human right and offers a comprehensive theoretical and practical strategy to ensure food security for every individual.

In light of this critical situation, the organization "Helping Hand for Relief and Development (HHRD)" has delivered immediate and extensive services in accordance with the Islamic principles of Zakat, charity, and social responsibility to meet the food needs of flood victims. These services include "Emergency Seed for Hope" providing seeds and agricultural aid, immediate ration kits, clean drinking water supply, distribution of hot and cooked meals, nutrition-rich special packets (especially for children and pregnant women), and long-term rehabilitation projects to pave the way for self-sufficiency. The central aim of all these efforts is to ensure continuous access to food and basic necessities for the most vulnerable segments of society, particularly children, women, and the elderly.

It is the fundamental responsibility of the state to guarantee the provision of this right and implement effective policies and measures to eradicate hunger from society. This paper proposes a comprehensive strategy for achieving food security in light of Islamic teachings, especially for low-income households and populations affected by natural disasters such as the 2025 floods, highlighting the practical and organized efforts of organizations like HHRD as a successful and replicable model.
